摘要:

目的 在“双碳”目标和新能源平价上网的背景下,为了探讨分布式光伏整县模式的可行性,开展了整县屋顶分布式光伏经济性分析。 方法 基于成本效益理论,分析了分布式光伏系统全寿命周期的成本、效益构成,并建立了经济性模型。以苏州某区域户用分布式光伏发电示范区为例,选取净现值、动态投资回收期和内部收益率进行经济可行性分析,并进一步分析了政府补贴、装机成本、运维率等敏感性因素对其经济性的影响。 结果 无论有无政府补贴,在低设备运维率的情况下,业主运维模式下收益最高;在高设备运维率的情况下,合作运维模式下收益最高。 结论 整县屋顶分布式光伏发电在不同运维率下应选择合理的运维模式;投资商可根据具体需求选择最佳运维模式,降低投资风险,提高综合效益。研究结果可为后续整县光伏项目的投资决策提供参考。

Abstract:

Objectives In the context of the “dual carbon” goal and new energy grid parity, the economic analysis of rooftop distributed photovoltaic in the whole county is carried out, in order to explore the feasibility of the county-wide distributed photovoltaic mode. Methods Based on the cost-benefit theory, the cost and benefit components of the whole life cycle of distributed photovoltaic system are analyzed, and the economic model is established. Taking a residential distributed photovoltaic power generation demonstration zone in Suzhou as an example, the economic feasibility analysis is carried out by selecting the net present value, dynamic payback period and internal rate of return. Moreover, the impact of sensitive factors such as government subsidies, installed capacity costs and operation and maintenance rate on its economy is further analyzed. Results With or without government subsidies, in the case of low equipment operation and maintenance rate, the income under the owner operation mode is the highest. In the case of high equipment operation and maintenance rate, the cooperative operation mode has the highest benefit. Conclusions The rooftop distributed photovoltaic power generation in the whole county should choose a reasonable operation mode under different operation and maintenance rates. Investors can choose the best operation mode according to specific needs, reduce investment risks and improve the comprehensive benefits.The research results can provide a reference for the subsequent investment decision-making of photovoltaic projects in the county.
