Analysis of Incentives and Initiatives for Reforming Japanese Electric Power System after East Japan Earthquake

Abstract: This paper first draws a comparison of Japanese electric power systems before and after the disastrous East Japan earthquake. Then an introduction is given to the measures of electric power liberalization that Japanese administration has exercised up till now. Meanwhile, this paper clarifies the problems existing in the current Japanese electric power systems. Also a study is made on the changes in Japanese electric power industry and electricity market that the East Japan earthquake and Fukushima nuclear accident have brought about. Based on the above, the relevant incentives and initiatives for reforming Japanese electric power systems are discussed mainly from the perspective of energy economics. In the end,some suggestions are provided for Chinese electric power system reformation.
