西南地区火力发电厂化学技术监督共性问题及对策研究

摘要: 通过 2016—2018 年对西南地区(四川、云 南、贵州、重庆)12 家典型火力发电厂的技术监督 检查,发现了一些化学监督方面存在的共性问题, 如热力设备腐蚀结垢严重,在线化学仪表未整机校 验,水油汽品质监测不规范等,以及由此暴露出来 的安全生产隐患。依据国家能源局 2014 年 161 号 文《防止电力生产事故的二十五项重点要求》及 DL/T246—2015《化学监督导则》等标准规范,有 针对性地提出了对策建议和解决措施,有助于消除 化学监督方面存在的薄弱环节,更好地保障电厂经 济安全运行。

Abstract:Through the technical supervision inspection of 12 typical power plants in Southwest China (Sichuan, Yunnan, Guizhou, Chongqing) from 2016 to 2018, some common problems of chemical supervision such as serious corrosion and scaling of thermal equipment, unchecked on-line chemical instrument, non-standard monitoring of water, oil and steam quality, and the hidden dangers of safety in power production were found. According to NEA paper No. 161 of 2014 “25 Key Requirements for Preventing Electric Power ProductionAccidents ” and DL/T 246—2015 Chemical Supervision Guidelines, the countermeasures and solutions are put forward. It is hoped that it will help eliminate the weak links in chemical supervision and ensure the economic and safeoperationofpowerplants.
