摘要:

自发改能源[2016]392号文"关于推进'互联网+'智慧能源发展的指导意见"发布以来,智慧能源的建设成为能源电力系统、技术厂家和社会资本追逐的热点,然而各方对于智慧能源的内涵和外延了解较少,大多数人对于智慧能源的理解主要集中在能源电力基础设施的建设层面以及分布式电源、储能、配网等用户关联度较小的领域。借鉴多年的实战与合作经验,从全过程实施的角度,对智慧能源的社会基本诉求、战略框架和系统性项目实施方案进行了较为完整的阐述。

Abstract:

After guideline[2016]392 was issued by the government, smart energy has become a hot pursuit within power system, manufacturers and social capital, while little connotation of which has been known. Understanding of smart energy is often focused on construction of energy infrastructure, distributed power, energy storage, distribution network, which do not belong to consumers. Basic social appeal, strategic framework and systematic implementation plan of smart energy were discussed.
